有关单位、各区市科技局：

根据《烟台市自然科学基金项目管理办法（试行）》《关于开展“一高校一工科”建设的实施意见》等有关规定，现就2026年度烟台市自然科学基金（以下简称市基金）项目集中申报有关事项通知如下。

一、申报范围及条件

本次集中申报的市基金项目包括：青年项目、重点项目。项目执行期3年。依法注册为独立法人的企事业单位，具备开展基础研究条件的，可组织申报市自然科学基金项目。

（一）青年项目

支持青年科学技术人员在市自然基金资助范围内自主选题，培养其独立主持科研项目、进行创新研究的能力。每项资助额度不超过10万元。项目负责人应符合以下条件：

1.依托单位全职在岗人员且保证资助期内每年在依托单位从事研究工作的时间在6个月以上；

2.截至2026年1月1日，男性未满35周岁（1991年1月1日后出生），女性未满38周岁（1988年1月1日后出生）；

3.具有高级专业技术职务（职称）或者博士学位。

（二）重点项目

支持具有一定科研基础和发展潜力的科学技术人员，围绕烟台市重点产业链和未来产业发展中的重大科学问题及关键共性技术难题，开展基础研究和应用基础研究。每项资助额度不超过20万元。项目负责人应符合以下条件：

1.依托单位全职在岗人员且保证资助期内每年在依托单位从事研究工作的时间在6个月以上；

2.具有高级专业技术职务（职称）或者博士学位。

二、申报要求

（一）限项要求

1.驻烟高校院所、有关市属高校院所和医院按照2026年省自然科学基金“面上项目”配额数量50%予以推荐（最低数量可推荐3项），省基金没有配额的市属企事业单位均为2项，各区市推荐1项，青年项目推荐比例原则上不低于申报推荐数量的一半。

入选“一高校一工科”培育库的学科项目占单位推荐总数的比例不低于20%。

2.项目申请人年度主持项目时间不得低于6个月，主持和参与市级科研项目年度时间不得超过12月。

3.相同或相近研究内容的项目已通过不同渠道获得市级以上财政资金支持的项目不予受理。

4.不受理博士后、在读全日制研究生身份的申报人申报市基金项目，在职人员身份进站博士后可依托人事关系所在单位申报。

（二）申报人要求

1.申报人应科学填写项目内容，项目一经立项，申报时填写的相关内容应与合同书对应的内容一致。

2.参与人员与申报人不是同一单位的，参与人员所在单位视为合作单位，合作单位不超过2家。依托单位须与所有合作单位签署联合申报协议（盖章）并作为申报材料上传，协议须明确约定各自所承担的任务分工、经费分配、知识产权归属等。联合申报协议应覆盖全部项目周期。

3.项目研究要克服唯论文、唯职称、唯学历、唯奖项等倾向，注重标志性成果的质量、贡献和影响。

4.如项目涉及科技伦理与科技安全等相关问题，申报人应当严格执行国家有关法律法规和伦理准则，并以附件上传单位伦理委员会审查意见等相关证明。

5.申报材料和相关证明材料不得包含禁止公开的涉密内容或申报人要求保密的内容，如涉及需脱密后提交。

6.申报人不得在同一年将研究内容相同或相近的项目以不同项目类型、由不同申报人或经不同依托单位提出申请；不得将已获资助的项目重复提出申请；不得将同一研究内容向不同资助机构提出申请如发现多头或重复申报等问题，依据有关规定严肃处理，记入科研诚信档案。

7.项目负责人需上传学历及职称证明。

三、依托单位职责

1.依托单位应认真履行管理主体责任，对本单位申报人的申报资格负责，对所提交申报材料的真实性、完整性和合规性进行审核。对项目申报人所提交材料的真实性和完整性审查不严，造成不良影响的，将严肃处理并在一定范围内进行通报。

2.依托单位应规范程序，择优遴选项目，在单位内部对遴选确定的项目进行公示，根据公示结果进行审核提交。

3.本批次项目执行市科研项目经费“包干制”有关规定。

4.中央、省属驻烟单位和市直有关单位作为直报单位，履行依托单位和主管部门双重职责。

四、申报工作安排

（一）项项目申报提交截止时间2026年10月23日17:00，市科技局审核时间截止10月25日17:00。

（二）项目通过烟台市科技创新发展计划项目管理系统申报，网址：https://ytstc.cn/#/login。申报人提交申报材料，经依托单位审核、主管部门推荐至市科技局。申报项目推荐汇总表（电子版及纸质一式两份，加盖主管部门公章）以及纸质申报材料（申报书及附件证明材料一式5份，加盖单位公章，胶装，加印书脊：2026年自然科学基金项目+单位名称）于2026年10月30日前统一报送至市科技局基础研究与科技合作科，未按要求报送的材料不予受理。

（三）从今年开始申报系统增设英文申报端口，请各单位积极组织外国专家申报烟台市自然科学基金项目。

InaccordancewiththeYantaiNaturalScienceFoundationProjectManagementMethods(Trial)andtheImplementationOpinionontheConstructionofOneUniversity,OneEngineeringScience,herebyannouncetherelevantmattersconcerningtheapplicationfor2026YantaiNaturalScienceFoundationProjects.

I.Scopeandconditionsofapplication

Thefoundationprojectsinthiscentralizedapplicationinclude:YouthProjectsandKeyprojects,withathree-yearimplementationperiod.Enterprisesandpublicinstitutionslegallyregisteredasindependentlegalpersonsthathavetheconditionstoconductbasicresearchcan organizeapplicationsfortheYantaiNaturalScienceFoundationProjects.

(i)YouthProjects

Tosupportyoungscientificandtechnicalpersonnelinselectingtheirownsubjectswithinthefoundationprojects,theycandeveloptheirabilitytoindependentlytakechargeofscientificresearchprojectsandconductinnovativeresearch.Eachproject grantwillnotexceed100,000yuan.Theprojectleadershallmeetthefollowingconditions:

1.Afull-timestaffmemberatasupportingorganizationandaguaranteedperiodofmorethansixmonthsofresearchworkeachyearduringthefundingperiod;

2.Asof1January2026,malesareunder35yearsofage(bornafter1January1991)andfemalesareunder38yearsofages(bornafter01January1988);

3.Haveaseniorprofessionaltechnicalposition(title)oradoctorate.

(ii)Keyprojects

SupportscientificandtechnicalpersonnelwithcertainscientificresearchfoundationsanddevelopmentpotentialtoconductbasicresearchandappliedbasicresearcharoundmajorscientificandkeycommontechnicalproblemsinkeyindustrialchainsandfutureindustrialdevelopmentinYantai.Eachgrantwillnotexceed200,000yuan.Theprojectleadershallmeetthefollowingconditions:

1.Afull-timestaffmemberatasupportingorganizationandaguaranteedperiodofmorethansixmonthsofresearchworkeachyearduringthefundingperiod;

2.Haveaseniorprofessionaltechnicalposition(title)oradoctoraldegree.

II.ApplicationRequirements

(i) RestrictionsonApplicationQuotas

1.Universities,collegesandhospitalsinYantaishallmakerecommendationsat50%quotafortheProvincialNaturalScienceFoundationfor2026(withaminimumrecommendationof3projects).Themunicipalenterprisesandinstitutionsthatdonothavequotasintheprovincialfoundationis2,andthedistrictsrecommend1,andtherecommendationrateforyouthprojectsisshouldnotlessthanhalfofthetotalrecommendations.

Subjectprojectsselectedinthe"Oneuniversity,Oneengineering"breedingpoolaccountfornolessthan20%ofthetotalrecommendations.

2.Theprojectapplicantshalldevotenolessthansixmonthsperyeartotheprojectstheypresideover.Thetotalannualtimespentpresidingoverandparticipationintheprojectsshallnotexceed12months.

3.Projectswiththesameorsimilarresearchcontentthathavereceivedfinancialsupportfromdifferentsourcesabovethemunicipallevelwillnotbeaccepted.

4.Apostdoctoralcandidateorafull-timegraduatestudentwhosestatusisnotacceptedtosubmitapplicationforthefoundationproject,andapostdoctoralstudentwhoseidentityisenteredintothepostofficemayrelyontheofficeofpersonnelrelationstosubmittheapplication.

(ii)ApplicantsRequirements 

1.Theapplicantsshallcompletetheprojectcontentscientifically.Oncetheprojectisestablished,therelevantcontentcompletedatthetimeofapplicationshallbeconsistentwiththecorrespondingcontentofthecontract.

2.Theparticipantisnotaffiliatedwiththeapplicant,andtheparticipant'sorganizationisconsideredacooperativeorganization,withnomorethantwocooperativeorganizations.Thesupportingunitsmustsignjointapplicationagreements(stamped)withallcollaboratingunitsanduploadthemasapplicationmaterials,whichmustclearlyagreeonthedivisionoftasks,fundingallocation,intellectualpropertyattribution,andsoon.Thejointapplicationagreementshallcovertheentireprojectcycle.

3.Projectresearchshouldavoidthetendencyofthesis,jobtitle,academicqualification,andawards,focusingonthequality,contribution,andimpactofrepresentativeachievements.

4.Iftheprojectinvolvesissuesrelatedtoscientificandtechnologicalethicsandsafety,theapplicantshallstrictlyimplementrelevantnationallawsandregulationsandethicalguidelines,anduploadrelevantproofssuchasthereviewopinionoftheunit'sethicscommitteeasattachments.

5.Applicationmaterialsandrelatedsupportingmaterialsshallnotcontainconfidentialcontentprohibitedfrompublicreleaseorcontentrequestedbytheapplicanttoremainconfidential,ifsuchcontentrequiresdecryption.

6.Applicantshouldnotapplyinthesameyearforprojectswiththesameorsimilarresearchcontentunderdifferentproject,bydifferentapplicantorthroughdifferentsupportingunits;Applicationsforprojectsthathavebeenfundedmaynotberepeated;Noapplicationforthesameresearchcontenttodifferentfundingagenciesmaybemade,suchasthediscoveryofmultipleorduplicateapplications,anditmustbeseriouslyhandledinaccordancewithrelevantregulationsandrecordedinthescientificresearchintegrityfile.

7.Projectleadersmustuploadproofofacademicqualificationsandjobtitles.

III.Responsibilityofdependentunits

1.Thesupportingentityshallcarefullyfulfillitsmanagementresponsibility,beresponsiblefortheeligibilityofitsapplicants,andverifytheauthenticity,completeness,andcomplianceofthesubmittedmaterials.Iftheauthenticityandcompletenessofthematerialsubmittedbyprojectclaimantsarenotreviewedcarefully,resultinginadverseeffects,itwillbetakenseriouslyandcommunicatedtoaspecified scope.

2.Thesupportingentityshallregulateprocedures,selectprojectsonameritbasis,publicizetheselectedprojectswithintheentity,andreviewandsubmitthembasedontheresultsofthepublicization.

3.Theprojectsimplementthe" Lump-sumFunding"forthefinancingofmunicipalscientificresearchprojects.

4.Thecentral,provincialinstitutionsinYantaiaswellastherelevantmunicipalauthoritiesserveasdirectreportingunits,fulfillingthedualresponsibilitiesofthesupportingunitsaswellasthecompetentdepartments.

IV.ApplicationSchedule

1.ThedeadlineforsubmittingprojectapplicationsisOctober23,2026,at17:00.ThemunicipalScienceandTechnologyBureau'sreviewperiodendsonOctober25,2026,at17:00.

2.ProjectsareappliedthroughtheprojectmanagementsystemoftheYantaiScience,TechnologyandInnovationDevelopmentPlan,attheWebsite:https://ytstc.cn/#/login。Theapplicantsubmitstheapplicationmaterials,whicharereviewedbythesupportingentityandrecommendedbythecompetentauthoritytotheYantaiScienceandTechnologyBureau.Summaryofproposalsforapplications(electronicversionand2 hardcopieswiththeofficialsealofthecompetentauthorityaffixed)andpaperapplications(5copiesofapplicationsandattachdocumentation,coveredwithunitseal,bind,andprintedridge:2026NaturalScienceFoundationProject+unitname)shouldbereporteduniformlytotheBasicResearchandScienceandTechnologyCooperationSectionbyOctober30,2026.Materialsthatarenotsubmittedasrequiredarenotaccepted.

3.TheapplicationsystemwilladdanEnglishapplicationportfromthisyear,andeachunitisinvitedtoactivelyorganizeforeignexpertstoapplyforYantaiNaturalScienceFoundationprojects.
